PROTECTION PROGRAM
CBATN and its members are involved in programs that contribute to safeguarding the rights of survivors of human trafficking at State, National and Regional level. Some of the major programs initiated by the network are:
- Anti Trafficking Toll free Helpline: Toll Free Help Line is a service established to receive distress calls from women and children trafficked for the purpose of sexual exploitation. The help line also serves the public by raising awareness about HIV and AIDS and trafficking. CBATN has established two toll free Anti-Trafficking help lines 1800-180-1000 (India) and 1660-01-33333 (Nepal). The helpline is functional in 15 states across India at 27 junctions and 26 border districts in Nepal.
The helpline provides services like direct emergency assistance, trauma counseling, referral services for assistance seeking, accepts report on cases of trafficking & its follow up, information sharing on trafficking & HIV related issues and Information about transit & destination points
- Half way homes: CBATN and its members run half way homes along the Indo-Nepal border locations to provide right based care and support for survivors of trafficking. The services to be offered through the home are:
- Safe environment& comfortable stay: The home will provide safe and comfortable stay for the victims / survivors with separate bed and beddings, and storage for clothes and personnel possessions. The home provides adequate bath and toilets to meet the need for privacy, dignity and safety. The home also provides adequate space for privacy for the victims.
- Food and Nutrition: The home provides wholesome and clean food to the survivors. The menu is decided by the home management and the entrants. The home also takes care of special diet needs of victims who are prescribed for.
- Medical / legal assistance: The home provides necessary medical assistance and referrals as per the need of victims. The home has first aid facility stocked with basic medicines to take care of the health needs of victims. The home also provides psychosocial counseling to overcome trauma and ensure emotional and behavioral development and impart life planning skills to ensure alterative livelihood options.
- Recreation & hobbies: The home has facilities like TV and indoor games to ensure recreation and the victims is also be encouraged to use their free time productively to express their talents in modes of art, craft and other skillful activities.
- Repatriation & reintegration: The home also ensures right based repatriation and reintegration of victims. The home also carries out in-depth assessment including social and family acceptance before carrying out any reintegration into the family. For repartition purpose the home has developed a standard acceptable repatriation mechanism with cross border administration to ensure the rights of victims are not violated. The home also carries out periodic follow up of victims to ensure their care and protection.
- Capacity Building of law enforcing agencies: CBATN and its members are initiating cross cutting capacity building programs for strengthening law enforcement response against trafficking in persons. The focal objective of the programs are to sensitize, raise awareness and strengthen the technical capacity of law enforcing and judiciary officials to approach human trafficking from human rights perspective of survivors, children and gender sensitivity. The focus of the capacity building program includes (a) detection of trafficking in person (b) investigation techniques, (c) post rescue, care and support, (d) conviction of traffickers, and (e) effective pre conviction and post conviction steps. The CB program also includes human rights issues with focus on child rights, rights of victims/ survivors and gender sensitivity policing.
The CB programs are evaluated using four element frame work namely (a) Reaction/end course assessment, (b) Learning, (c) Behavior and (d) Results. At the end of each training program the training coordinators engages in end course assessment and reaction from the participants. The exercise is carried out to judge how well the trainees liked the program. Further an assessment is also done on the learning of each participant from the training. The assessment is compared with the pre-project assessment done with the identified participants to evaluate the training. CBATN and its members also coordinator with law enforcing agencies to access the behavioral change in the trainees at their work place in a continual basis.
- Networks at source, transit and destination: CBATN and its members have developed a network of NGO, religious leaders, media, law enforcement and government organizations to safeguard the rights of survivors of trafficking. The network expands from destination countries to transit and source countries. Through this effective network CBATN and its members have successfully repatriated, rehabilitated and reintegrated survivors of trafficking into their community and families. The pressure group is also involved in influencing SAARC, states and lobbying with policy makers, political leaders for comprehensive national and regional anti-trafficking laws that prosecute traffickers and safeguards the rights of survivors of human trafficking.
